To stop crime in Detroit, two projects compete: Dick Jones has created a highly sophisticated war machine, while Leon Nash, a social climber, has designed Robocop, a half-man, half-robot creature. The latter wins, and Alex Murphy, a young police officer murdered by bandits, is used to become Robocop. He cleans up the city and kills Jones, who had Leon killed.
